Your patta is the primary document proving ownership of agricultural or residential land in the district. To check its current status, visit the State Revenue Department's e-District portal and enter your Survey Number or Patta Number along with the village name. The portal displays owner name, extent of land, classification (wet/dry/garden), and any encumbrances. If your patta was recently transferred, allow 7–10 working days for the database to reflect the change after the Sub-Registrar's office processes the deed.

After registering a sale deed at the Sub-Registrar's office, you must apply for patta transfer (called Mutation or Name Transfer) at the Tahsildar's office within 90 days. Submit Form 1-B along with the registered sale deed, encumbrance certificate, and Aadhaar of both buyer and seller. The Tahsildar will issue a notice to the previous owner, conduct a field inspection if disputed, and pass mutation orders within 30 working days under the Right to Service Act.

An EC confirms that a property is free of mortgages, legal dues, or litigation for a specified period — banks require this before sanctioning home loans. Apply online via the Registration Department portal or in person at the Sub-Registrar's office. Specify the survey number, village, and the period for which you need the EC. Standard processing takes 2–3 working days for online applications and up to 7 days for manual requests. The fee is ₹200 for the first year and ₹10 per additional year.

Adangal is the village-level record of cultivation maintained by the Village Revenue Officer (VRO). If your adangal shows incorrect extent, wrong crop entry, or a different owner's name, submit a written petition with supporting documents to your Tahsildar's office. The VRO will verify on-site and submit a correction report within 15 days. For disputes involving boundary demarcation, the Revenue Divisional Officer (RDO) can order a fresh survey using Electronic Total Station (ETS) equipment.

If your standing crops were damaged by flood, cyclone, or unseasonal rain, submit a crop-damage declaration (Form 7) at your Village Secretariat or Revenue Office within 30 days of the calamity. The Tahsildar will direct the VRO to conduct a girdawari (field inspection) and record the percentage of crop loss. Compensation under the State Disaster Relief Fund (SDRF) is credited directly to your Aadhaar-linked bank account after the Collector sanctions the list — typically within 45–60 days of the declaration.

Under SDRF norms, ₹4 lakh is paid to the next-of-kin for flood/disaster-related loss of life. For house damage, fully damaged pucca houses receive ₹1.2 lakh, kutcha houses ₹95,200, and partial damage ₹5,200. The RDO surveys and certifies damage within 7 days of the disaster. Applications must be submitted to the Tahsildar with the death certificate (for life loss) or house-damage survey report. Payments are made in two tranches after Collector approval.

Navigate to Kharif/Rabi Season → Girdawari Upload → Select Mandal → Upload village-wise crop loss data in the prescribed CSV format. Ensure Aadhaar-seeded farmer records are linked before uploading. The portal closes at 11:59 PM on the deadline date; late submissions require RDO-level override and are subject to audit. Tenants and encroachers living in kutcha houses for more than 3 years are also eligible for house-damage relief under SDRF guidelines, even without patta. You must submit a self-declaration affidavit (notarised) along with witness statements from the Village Sarpanch and a neighbouring patta-holder confirming your residence. The Tahsildar has discretionary authority to include such cases in the relief list after physical verification. This process typically takes 15–20 additional working days beyond the standard timeline.

An income certificate issued by the Tahsildar is required for scholarship applications, EWS reservations, and welfare scheme enrollment. Submit an application at the Meeseva/Village Secretariat with your Aadhaar card, ration card, and a self-declaration of annual family income. If you are a salaried employee, attach the employer's salary certificate. For agricultural families, the VRO will verify landholding and crop income. Processing time is 7 working days. The certificate is valid for one year from the date of issue.

Caste certificates are issued by the Revenue Divisional Officer (RDO) for SC/ST categories and by the Tahsildar for OBC. Apply at the Meeseva centre or online via the e-District portal. Required documents include Aadhaar, ration card, and a caste certificate of your father or grandfather (proof of lineage). The VRO conducts an enquiry within 10 days, and the certificate is issued within 15 working days from application. Certificates for educational admissions are processed on priority during April–June.

Hall tickets for district-level recruitment exams (Panchayat Secretary, VRO, Revenue Inspector) are issued by the District Selection Committee. Once your application is accepted, a provisional hall ticket is uploaded to the official recruitment portal linked from this page. Enter your application number and date of birth to download. If your hall ticket is not available 5 days before the exam, contact the District Collectorate's Establishment Section (Room 14, Ground Floor) with your application acknowledgement.

Rythu Bandhu (State) and PM-Kisan (Central) provide seasonal investment support to farmers owning agricultural land. Enrollment is automatic if your patta is linked to your Aadhaar and bank account in the Agriculture Department database. If you are a new patta holder or have not received benefits, visit your Village Secretariat with your patta, Aadhaar, and bank passbook. The Agriculture Extension Officer will verify and seed your details. Benefits are credited before Kharif (June) and Rabi (November) seasons.

A domicile certificate proves that you have been a permanent resident of the district for a specified number of years — typically required for local-body quota seats in colleges and certain government job reservations. Apply at the Meeseva centre or Village Secretariat. The Tahsildar verifies residence through ration card records, school certificates, and VRO enquiry. Processing takes 15 working days. The certificate is valid for 5 years and can be renewed.

Borewells in agricultural land require a NOC from the District Groundwater Authority under the Collectorate. Submit an application with your patta, survey number, and proposed well coordinates to the Revenue Section. The Groundwater Officer will verify that the proposed site does not fall in an over-exploited or critical aquifer zone, and that minimum spacing norms from existing wells are maintained. NOCs are issued within 21 working days. In critical zones, the application is referred to the State Groundwater Board.

Complaints against government officials can be filed through three channels: (1) the CM Helpline (1902), which assigns a ticket number and mandates a response within 21 days; (2) the District Grievance Cell at the Collectorate, which accepts written petitions every Monday during the Spandana programme; and (3) the State Anti-Corruption Bureau (ACB) for bribery complaints, which can trap officials. All complaints are acknowledged with a reference number. The Collector personally reviews pending grievances older than 30 days every fortnight.

Address your RTI application to the Public Information Officer (PIO), District Collectorate, with a ₹10 postal order or court-fee stamp. You can also file online via the Central Government RTI portal (if the matter concerns a central department) or the State RTI portal. The PIO must respond within 30 days. If the information is denied or the deadline is missed, file a first appeal with the Appellate Authority (Additional Collector) within 30 days of the PIO's response or deadline.

Spandana is the weekly public grievance hearing conducted by the District Collector every Monday from 10:30 AM to 1:00 PM at the Collectorate Conference Hall. Citizens can walk in without a prior appointment and present petitions directly to the Collector or designated Additional Collector. Bring three copies of your petition and supporting documents. Petitions are stamped, assigned a reference number, and forwarded to the concerned department with a resolution deadline. Status can be tracked via the Spandana portal using the reference number.

If your application is pending beyond the stipulated period, you can: (1) file a delay complaint on the Right to Service Commission portal — the concerned officer faces a penalty of ₹500 per day of delay; (2) escalate through the CM Helpline 1902; (3) submit a petition at Spandana. Attach your original acknowledgement receipt with the application number. The District Collector's office conducts weekly pendency review meetings with all Tahsildars.
